Laura Hlistei-Mureșan is a senior lawyer and legal executive admitted to the Romanian Bar, with more than 20 years of professional experience. Advising Romanian and international companies, financial institutions, and corporate groups, Laura combines her experience in private practice and in-house legal departments with particular expertise in regulated financial services, corporate and commercial law, real estate, litigation and disputes, debt recovery, GDPR and data protection, technology, and intellectual property.
Throughout her career in legal and compliance, she has gained extensive experience in coordinating cross-border legal matters, working with international law firms, negotiating complex commercial transactions, and managing external legal counsel. She currently serves as Head of Legal & Compliance and a member of the Executive Leadership Team at Flex Financial IFN S.A., where she manages the legal and compliance functions of a non-bank financial institution supervised by the National Bank of Romania. In this capacity, she advises senior management and the board on financial regulation, consumer credit, corporate governance, regulatory inspections, compliance processes, and business risks.
Laura’s expertise encompasses various legal aspects of financial services, including consumer credit, lending products and documentation, digital onboarding, electronic signatures, remote identification, data protection, and online distribution channels. She also has extensive experience in consumer-credit disputes, enforcement proceedings, debt-portfolio recovery, insolvency, and creditor representation.
Previously, Laura served as Legal Manager at KMG International / Rompetrol, where she managed legal matters relating to banking, arbitration, GDPR, commercial law, information technology, corporate law, oil and gas, and intellectual property. Among her notable matters, she provided legal representation to group companies in connection with a USD 360 million syndicated credit facility with UniCredit, ING, Raiffeisen, and BCR, including the negotiation, closing, and implementation of the transaction. In this capacity, she also managed the related security documentation, including mortgages over petroleum storage assets and security interests over bank accounts.
During her tenure at KMG International, she also led the implementation of GDPR across the group, supported the implementation of electronic signatures and electronic archiving systems, and provided legal support for major projects involving technology providers such as Microsoft, Oracle, SAP/Ariba, DocuSign, and Coupa. In addition, she managed KMGI’s Romanian, European Union, and international trademark portfolios, advising on trademark registrations and renewals, coexistence agreements, copyright, and other intellectual property matters. She also worked on legal matters relating to upstream oil and gas concessions, negotiations with ANRM, joint operating agreements, and international arbitration proceedings.
While serving as Senior Managing Associate at BCHLAW, Laura managed a team of approximately 10 lawyers, coordinated corporate and M&A projects, and was involved in various M&A transactions, including the sale of Cargus, a courier company. She also advised clients on company incorporations, corporate restructurings, Trade Registry procedures, commercial contracts, real estate, finance, and insolvency matters.
Laura also has significant experience in the real estate sector. At ONV Law, she worked on lease agreements relating to commercial premises in shopping centres and managed the negotiation of early termination and rent-reduction arrangements during the financial crisis, achieving significant cost savings for her clients. Earlier in her career, she represented clients in civil and commercial litigation, property restitution, insolvency, and debt-recovery proceedings. Among her notable matters was a high-value property restitution case concerning a property in central Bucharest with an approximate value of EUR 3 million.

She graduated from the University of Bucharest, Faculty of Law, and was admitted to the Bucharest Bar in 2005. In 2014, she completed a UK Contract Law Programme at St Catherine’s College, Oxford, and in February 2026, she completed the Mini MBA programme at the Bucharest International School of Management (BISM).
